Despite high construction costs, interest rates and permitting challenges, Denver’s contractors were still busy in 2024.
BusinessDen analyzed every permit issued in the city last year to determine which builders had the most work, in terms of both permit volume and valuation. All data was collected by city staffers and sent to BusinessDen to review and analyze.
Contractors with the highest combined valuation of commercial construction permits
1. The Beck Group: $92.66 million
2. Mill Creek Residential: $85.92 million
3. Maple Multi-Family Contractor LLC: $70.97 million
4. Embrey Builders LLC: $67.22 million to
5. Gilmore Construction Corp.: $63.78 million
6. Holland Construction Inc.: $58.99 million
7. GH Phipps Construction Co.: $57.90 million
8. Alliance Construction Solutions LLC: $57.17 million
9. Opus Design Build LLC: $51.67 million
10. Martines Palmeiro Construction LLC: $45.23 million
The Beck Group, a contractor out of Texas, took the No. 1 spot. It is building Stonebridge Cos.’ 20-story hotel and apartment project at 4855 S. Quebec St. Virtually all of its valuation came from a single $92 million commercial construction permit for the project.
Florida builder Mill Creek Residential came in second. Two projects, a 234-unit apartment building just off the University of Denver’s campus ($48 million) and a 110-unit project in Cherry Creek ($32 million), constituted the bulk of the valuation.
No. 3 Maple Multi-Family Contractor LLC is an affiliate of Trammell Crow Residential, the apartment giant out of Dallas. Much of its permitted work last year centered around a six-building, 289-unit apartment complex near Denver International Airport.
The first locally based firm came in at No. 5. Gilmore Construction, which has been around in the Mile High City for nearly two decades, saw the bulk of its high-dollar projects at DIA, working on the airport’s baggage handling system.

The most prolific commercial builder last year was Greeley-based Hensel Phelps, according to the data. Much of its work took place on various assignments around DIA, where it was issued permits last year totaling over $10 million.
Unlike the valuation listing, most businesses ranked by permits have headquarters in Colorado.
Runner-up Boots Construction Co. houses its offices in Denver. Fourth-place Milender White is based out of Arvada. Sixth-place EJCM LLC is located in Denver’s Baker neighborhood, and Saunders Construction lists an Englewood address.
The only business to appear in both lists is Gilmore Construction, with 30 permits totaling nearly $64 million in valuation.
But general contractors and developers can’t do it alone. Here’s a look into how subcontractors fared last year, according to the data.
